The programme will place the UAE in a position to become a global leader and hub for the export & re-export of green goods and technologies and to uphold a green environment to enable long-term economic growth. The project also includes new environmental regulations and laws pertaining to building and construction, as well as a variety of programmes and policies in the fields of energy, agriculture, investment, and sustainable transportation.

Since the UAE was founded in 1971, the key success factor that has enabled the country's economic development has been the strategic use of oil income that the nation's strategic vision has invested to build a world-class physical and social infrastructure-base which will act as a driver for the growth of the country in the future. It has overcome the difficulty of having an economy based solely on natural resources, namely oil, by doing this.

Innovation & Industrialization

The UAE understands that industrialisation is essential for economic growth. Manufacturing was the third-highest industry by percentage of individuals hired in 2013, based on the Annual Economic Outlook 2015 published by the Ministry of Economy. 11.6 percent of all employment that year was in the sector. That industry accounted for 9.9% of total wages received by UAE workers in 2013, ranking it as the fifth biggest sector in terms of wage percentage.

In addition to traditional manufacturing, the UAE supports 3D printing that is supported by technology. The Dubai's 3D Printing Strategy was introduced in April 2016 by H.H. Sheikh Mohammed ibn Rashid Al Maktoum, VP and PM of the United Arab Emirates and Ruler of Dubai. By 2030, this programme wants to establish Dubai and the United Arab Emirates as major centres for 3D printing technology. It also wants to use technology for the benefit of humanity. Dubai's main objective is to have 25% of its structures built using technology for 3D printing by 2030.

Competence and innovation are clustered in the world's most prosperous and dynamic economies. The establishment and development of such clusters are essential to a nation's capacity to provide high-value goods and services that sustain high-paying jobs.

The United Arab Emirates has prioritised the creation of several clusters as component of its building infrastructure. As of today, the nation is home to a number of industrial free zone clusters, including financial, media, and sustainable clean technology clusters including Masdar and twofour54 digital & productions in Abu Dhabi & Media City in Dubai (DIFC). The Global Talent Competitiveness Index for 2017 places the UAE first in the world for cluster development.
